I have an iPhone 6 on iOS 9 that I forgot the passcode to. The phone is not stolen, it is clean IMEI and it has no iCloud lock. The phone is not logged into iCloud so I cannot wipe it like that. I’ve had this phone since it came out and I lost it a while back and I just recently found it. I just need some help if anyone knows how to get rid of the passcode lock without updating to the latest iOS version because I want to keep it on iOS 9. I don’t mind losing everything on it, just if I can get access to the phone without updating to latest iOS version. Please, any help would be great. The main goal is to restore and/or remove the passcode lock without updating.

However, you may not be able to accomplish this. iOS 9 signing servers have been shut down long ago. Unless you saved SHSH blobs using Tiny Umbrella https://tinyumbrella.org/, you may be out of luck.
As far as I know, there are only two options to remove a forgotten iPhone passcode when you’ve locked out: Erase iPhone and Restore iPhone. If you don’t have an iCloud account used on the iPhone, you can’t remove forgotten iPhone passcode without doing a restore. In the process of restoring, your iOS must be updated to the latest version.

As you can’t bypass passcode with iTunes and iCloud, maybe you can try a iOS passcode remover like Joyoshare iPasscode Unlocker. It can fix your problem and other issues like unlock Face ID, and Touch ID, and it’s quickly and safely.

My experience tells me that iPhone passcode can be removed by iTunes, iCloud or 3rd-party tools such as FoneGeek iPhone Passcode Unlocker.
