I installed a new battery and charging port on a iPad 2 and when I go to charge it the light comes on and it shows a lighting bolt and battery with a read line and then it shows a usb with a symble but it won’t charge.Why is this.

If you have access to a USB Ammeter, you could use that to determine if the phone is really drawing current when it says it’s charging. However, it sounds like you have an issue with the charging/USB detection circuit on your logic board. This will require a micro-soldering repair and is not a DIY fix.
